Lawyer Abdulselam Duran stated that the regulation could be implemented without the need for legal amendments within the context of Article 90 of the Constitution, in relation to the right to hope. 

HDP Mûş former co-chair Muhlise Karagüzel was released after completing her sentence. During her imprisonment, Karagüzel was on the Human Rights Association’s (İHD) list of seriously ill prisoners. 

Ecologists, politicians and residents protesting against the opening of a mine in the Çınar district of Diyarbakır planted chestnut trees on the mining site. 

The Health and Social Services Workers’ Union (SES) Diyarbakır Branch and the Diyarbakır Medical Association stated that the third transfer of radiology specialist Dr Ercan Dönmez, who works in the Erxenî district of Amed, to a location outside the province was unlawful and demanded that it be stopped.

DEM Party MP Zeynep Oduncu Kutevi shared images of food parcels distributed on behalf of an AKP candidate from the budget of Batman Municipality, which is under trustee administration. 

Saturday Mothers gathered at Galatasaray Square in week 1079 and demanded justice in Diyarbakır for Mahmut Doğan, who was detained in 1993 and subsequently murdered. 

Following the parliamentary commission’s visit to Imrali, President Erdoğan met with Parliament Speaker Numan Kurtulmuş. 

Özgür Özel, the sole candidate at the CHP’s 39th Ordinary Congress held at the Ankara Sports Hall, was re-elected as CHP Chair. 

Speaking about the process, Erdoğan said, ‘As we approach our goal, we can already see that sabotage attempts and media operations aimed at derailing the process will increase. This time, we are overcoming these too.’

Cihan Aydın, Co-Chair of the Human Rights Association (İHD), stated that during the ongoing process a framework law should be brought to the agenda, adding that if regulations are not put in place, difficulties will be encountered in making the process more socially inclusive. 

The release of Melike Göksu, a member of the HDP who was elected co-mayor of Erzurum’s Karayazı district in the 2019 local elections and then arrested on charges of ‘being a member of an organisation’ and sentenced to 7 years and 6 months in prison, has been postponed for 6 month. 

bianet editor Tuğçe Yılmaz will stand trial due to their interview with Armenian youth in Turkey. Yılmaz is facing the charges of “insulting the Turkish nation, the state of the Republic of Turkey, and its institutions and organs”. 

The release of six prisoners, including those who have been imprisoned for 32 years in Bakırköy, Bolu Prison and Silivri Prison, has been postponed. 

Prisoners at Kırşehir Prison reported that guards provoked judicial detainees against them, using provocative statements such as, “These are terrorists, pour boiling water on them when they are in the exercise yard.”

CHP chair Özgür Özel stated that an AKP member had approached them regarding the commission’s visit to İmralı, saying, ‘You should come too. There will be no video or photos. No one will know what day you went or returned.’ AKP Group Chairman Abdullah Güler denied this. 

The second hearing of the case against eight journalists who were detained and arrested while covering the Saraçhane protests was held in Istanbul. The judge acquitted the journalists due to insufficient evidence.

In the investigation prepared on allegations of corruption against the Istanbul Metropolitan Municipality, with the lifting of confidentiality, it was noted that Tayfun Kahraman, convicted in the Gezi case, was listed as a suspect with the note ‘fugitive’. 

RTÜK imposed fines on three television channels and two radio stations for broadcasting violations.

Sharing that the borders of Iraq, Syria and Iran are covered with landmines, DEM MP Kamuran Tanhan stated that these mines have caused the loss of 45 children’s lives in 10 years, noting that clearing these mines is a necessity for establishing internal peace and social trust. 

The parliamentary commission will meet on 1 December to read the views of Kurdish leader Abdullah Öcalan and the minutes of the meeting. 

DEM Party MP Gülistan Kılıç Koçyiğit reacted to the massacres targeting Alawites in Syria, emphasising that the armed forces’ stance undermines social peace and hopes for democracy. 

Fatih Altaylı was sentenced to four years and two months in prison at the second hearing of his trial on charges of ‘threatening the president,’ and the court ruled that he should remain in custody.

İstanbul’s 40th Heavy Penal Court has accepted the indictment in a major corruption investigation targeting the İstanbul Metropolitan Municipality and its suspended mayor. 

MHP Chair Devlet Bahçeli stated that the Parliamentary Commission delegation’s meeting with Abdullah Öcalan in İmralı was a historic development, emphasising that ‘the most serious interlocutor is in İmralı.’ 

The trial of BirGün columnist Zafer Arapkirli on charges of “insulting the president” was held in Istanbul. The judge accepted the participation request of the President’s lawyers. Trial adjourned until January. 

The release of Mehmet Sait Yıldırım (74), a 31-year-old sick prisoner held at İzmir Kırıklar No. 1 F-Type Closed Prison, has been postponed for nine months by the Administration and Observation Board.

President Erdogan stated in his remarks to journalists that the commission’s decision to meet with Abdullah Ocalan would pave the way for the process and contribute to it. 

Lawyer Ezgi Özkan stated that they had lodged an appeal against administrative fines imposed on at least 17 women for allegedly participating in an action that had never been carried out in Mersin. 

EMEP MP Sevda Karaca stated that no action had been taken regarding the harassment of a female worker in Antep by Ahmet Aslansoy, whose father is an AKP MP, and asked, ‘Is he being protected because of his political power?’ 

Journalists Öznur Değer and Osman Akın, who reported on the criminal complaint filed against Kamil Aksoy, commander of the Kızıltepe Gendarmerie Commando Battalion, who is alleged to have committed torture during a house raid, have been sued on charges of ‘targeting’.

Özlem Özkan, head of the Istanbul Bar Association’s Women’s Rights Centre, stated that in recent years, cases of femicide have been predominantly classified as ‘suspicious deaths,’ adding that this makes it easy to cover up the killings. 

Co-Chair of the DEM Party, Tuncer Bakırhan, called on the CHP to be courageous and take risks in the Imrali process, stating, ‘A role must be played in this century-old issue; the Kurdish question is not an issue that can be resolved with a single link.’ 

Ekrem İmamoğlu stated that the refusal to support the proposal for a meeting on İmralı was ‘a stance against methods that do not have the approval of the people.’ He emphasised that caution would continue without steps towards democratisation. 

President Erdoğan stated in his remarks following the G20 Summit held in Johannesburg, South Africa, that he would hold a telephone conversation with Russian President Vladimir Putin tomorrow. Erdoğan indicated that he would request Putin to reopen the grain corridor.

The delegation to be sent to İmralı by the Parliament commission has been determined. The delegation will include AKP Hatay MP Hüseyin Yayman, MHP Istanbul MP Feti Yıldız and DEM Party Kars MP Gülistan Kılıç Koçyiğit. 

The New Path Group, formed by the Felicity, Future and DEVA parties, has decided not to send any members to the delegation to be sent to Imrali as part of the resolution process. 

Saturday Mothers gathered at Galatasaray Square in week 1078 and inquired about the fate of Hayrettin Eren, who was detained with a friend in Istanbul’s Saraçhane in November 1980 and has not been heard from since.

CHP chair Özgür Özel said that the Interior Ministry’s decision to authorise an investigation into Mansur Yavaş was ‘an attempt to assassinate his reputation, just as they did with İmamoğlu.’ 

The CHP Istanbul Provincial Organisation gathered to march to TRT to demand the live broadcast of the trial concerning allegations of corruption at the Istanbul Metropolitan Municipality. The police blocked the march.

CHP Deputy Group Chair Murat Emir announced that the CHP will not send a representative to İmralı. In the closed session meeting, 32 votes were cast in favour, 3 against and 2 abstentions. The CHP did not attend the session. 

Turkish Nationalist Movement Party (MHP) Vice chair Feti Yıldız said: “I will go from our party.”

The Private Security Unit attacked Anadolu University students, preventing them from taking action and forcing them out. 

Eğitim Sen stated that the Ministry of National Education’s 2026 budget was allocated to mandatory expenditures rather than investment in education, saying, ‘The budget does not provide quality education; it only focuses on maintaining the current system.’

The AKP commission members, who convened to discuss the Imralı agenda, decided to vote in favour of the visit. 

The CHP’s Istanbul Provincial Directorate applied to the Constitutional Court against the appointment of a trustee, demanding that the unlawful intervention be stopped. 

The 20th hearing of the trial in which 11 people, including Seda Şaraldı – a lawyer and member of the Contemporary Lawyers Association (ÇHD) – are being prosecuted on charges of “membership in a terrorist organization” based on their professional activities, was held in İstanbul. Trial adjourned until April. 

The trial of T24 columnist Tolga Şardan, who is facing charges of “publicly disseminating misleading information” and “openly insulting the judicial organs of the state” over his article Was held in İstanbul. Trial adjourned until April. 

The first hearing in the trial of journalists Barış Terkoğlu, Barış Pehlivan, Can Bursalı, Nevzat Çiçek, Doğan Akın, Gökmen Karadağ, Fatih Portakal, Can Özçelik, and Ayşenur Arslan -who are facing charges of “defamation” and “slander” over the book Metastaz 2: Cendere – was held in İstanbul. Trial adjourned until April.

Motions to lift the immunity of eleven members of parliament in Turkey – including DEM co-chair Tülay Hatimoğulları and CHP leader Özgür Özel – have been submitted. The cases are now before the relevant parliamentary committee.

President Erdoğan, referring to the commission’s vote on whether to visit Abdullah Öcalan, said, ‘I wholeheartedly believe that the commission will make the most correct and appropriate decision for Turkey, Turkey’s secure future, and the unity and solidarity of our nation.’

Following the decision of the commission to convene with the agenda of visiting Abdullah Öcalan, both the AKP and CHP have decided to hold internal meetings with their own members.

The latest field research reports sent by SAMER Field Research Center to Abdullah Öcalan were returned with the note “Not accepted by the institution.”

Kani Torun, Bursa MP for the Future Party, referring to Bahçeli’s ‘Imralı visit’ statement, said, ‘If the need arises, I am also willing to go to Imralı with Mr Bahçeli.’ 

DEM Party MPs brought to parliament the issue of prisoners’ families being subjected to oral cavity searches at Erzincan Prison and the refusal to allow the Evrensel and Yeni Yaşam newspaper.

MHP Chair Devlet Bahçeli, speaking at his party’s parliamentary group meeting stated: “The commission has now entered its final stretch, and delaying a visit to İmralı makes no sense! If no one is willing to go, I will take three of my colleagues with me, I would not hesitate to go to İmralı.”

At today’s meeting of the Parliament’s commission, National Defence Minister Yaşar Güler, Interior Minister Ali Yerlikaya and MIT President İbrahim Kalın made presentations. The commission decided to convene on Friday with the agenda of visiting Abdullah Öcalan. 

Criticising Turkey’s Syria policy, Future Party MP Kani Torun stated that Turkey was pursuing a military strategy and should abandon it, saying, ‘Turkey should not fear decentralisation. A decentralised solution must be found.’ 

In Diyarbakır, 750 organisations, platforms, initiatives, parties and communities gathered under the leadership of the Social Initiative for the Kurdish Language issued a declaration demanding official recognition of the Kurdish language.

The Kurdistan Workers’ Party (PKK), which declared its disbandment, announced that guerrilla forces in the Zap area that posed a risk of conflict had been relocated to different areas. 

A statute of limitations ruling has been issued in the case concerning the massacre that took place at Bayrampaşa Prison on 19 December 2000, known as the ‘Return to Life Operation,’ in which 12 prisoners lost their lives. 

The trial of academic Emrah Gülsunar, who is in pre-trial detention on charges of “public incitement to commit a crime,” was held in Istanbul. The court ruled for Emrah Gülsunar’s release under the condition of a travel ban. Trial adjourned until January.  

Speaking at a press conference announcing the establishment of the Turkish Medical Association’s Peace, Democracy and Health Working Group, Dr Pınar Saip said, ‘The solution to the Kurdish issue through democratic and peaceful means is possible with a democratisation programme.’

Presidential Chief Adviser Mehmet Uçum cited Law No. 1239, enacted following the Sheikh Said rebellion, as an example of legislation expected to be introduced as part of the process; an extremely problematic approach. 

Tülay Hatimoğulları addressed the government at the ‘Nature and Life Rally’ held in Dersim: ‘The pressure on the CHP is sabotaging the process. Put an end to your pressure on the opposition.’ 

CHP MP İnan Akgün Alp stated that the commission should meet with Abdullah Öcalan, saying, ‘If the state is meeting with Abdullah Öcalan, why shouldn’t the commission? Because he is the one who can end the conflict.’ 

Expressing optimism about the process, Saadet Party Parliamentary Group Chairman Bülent Kaya stated that the reason for the lack of confidence in the process stemmed from the AKP not providing sufficient support. 

Foreign Minister Hakan Fidan stated that Trump had ordered the lifting of CAATSA sanctions against Turkey, but that his counterpart Rubio had said they were ‘unable to budge’.

CHP Istanbul MP Dr Gamze Akkuş İlgezdi stated that the increasing number of suicides and poor conditions in KYK dormitories were driving young people to despair, saying, ‘Dormitories are not safe spaces; they are the address of silent cries.’

The family of Azat Tas held in Tarsus prison, who has a 62 per cent mental disability report and suffers from epilepsy, called for action.

The Şırnak Bar Association announced that Nurullah Cin, who is being held at Şırnak T-Type Closed Prison, was beaten by guards for requesting to be transferred to a political wing. 

In the Bayrampaşa Municipality investigation, Chief of Staff Rıdvan Öztürk, who was arrested alongside Mayor Hasan Mutlu, was released approximately two months later. 

Saturday Mothers gathered at Galatasaray Square in week 1077 and demanded justice, stating that the perpetrators of Nazım Gülmez, who was taken from his home by soldiers on 14 October 1994 and never returned, were protected by impunity. 

On the 88th anniversary of the execution of Seyîd Riza and his comrades, civil society organisations in Dersim demanded the disclosure of the burial sites, recognition of the massacres of 1937/38 as genocide, and an apology from the state.

The gendarmerie told the doctor who objected to the handcuffed examination imposed on two female prisoners at Erzincan Women’s Closed Prison that ‘their crimes are different’ and threatened to take notes if the handcuffs were removed.

During the ongoing budget discussions, DEM Party MP Gülcan Kaçmaz Sayyiğit called on the Ministry of Culture and Tourism to promote projects in Kurdish and other languages. 

Batman Bar Association President Hamit Çakan, who has spoken out against individual gun ownership, said that social awareness campaigns are needed to create a safe living environment. 

In the case brought against six employees of Leman magazine over a cartoon, Doğan Pehlevan was granted bail. However, Pehlevan remains in custody in the case of ‘insulting the President’.

DEM Party Spokesperson Aysegul Dogan has called on the government to clearly state its position regarding the possibility of the parliamentary commission meeting with Abdullah Ocalan leaving no room for ambiguity or speculation. 

Two courts denied the release of Tayfun Kahraman, one of the jailed defendants in the Gezi Park trial, despite a Constitutional Court ruling that found his right to a fair trial had been violated. 

Access to Istanbul Mayor Ekrem İmamoğlu’s X account has been blocked in Turkey. On 8 May, a decision was made to block access to the X account named ‘Presidential Candidate Office,’ where İmamoğlu continued to share posts after his personal account was blocked. 

In a supplementary report submitted by the Council of Forensic Medicine (ATK) regarding the case of Rojin Kabaiş, it was confirmed that the two DNA samples found on her body could not have resulted from contamination.

The request for the release of former co-mayor of Diyarbakır Metropolitan Municipality, Adnan Selçuk Mızraklı, under supervised release, was rejected by the Prison Administration and Observation Board on the grounds that ‘he has not made any statement indicating that he has left the terrorist organisation during his time in our institution.’ 

President Tayyip Erdoğan and MHP Chair Devlet Bahçeli met.

Zelal Bilgin, a prisoner at Sincan Prison who stated that her treatment was being obstructed, said, ‘We are not being taken to hospital on the grounds that the doctor is on leave.’  

The first hearing of the trial against imprisoned journalist Perihan Erkılınç Okay, who is charged with “membership in a terrorist organization,” was held in Istanbul. The court ordered the release of Perihan Erkılınç Okay, imposing a travel ban. 

The trial of journalist Furkan Karabay, who faces a 150,000 TL non-pecuniary damages lawsuit filed by Antalya Deputy Chief Public Prosecutor Yakup Ali Kahveci, was held in Istanbul. Trial adjourned until June 2026.

The corruption investigation into the Istanbul Metropolitan Municipality, which led to Ekrem İmamoğlu’s arrest, has been completed. Ekrem İmamoğlu faces between 828 and 2,352 years in prison for 142 offences. 

The Istanbul Anatolia Chief Public Prosecutor’s Office ruled that there were ‘no grounds for prosecution’ regarding sexist attacks and targeting of Eren Keskin, Co-Chair of the Human Rights Association (İHD).

Detained Esenyurt Mayor Ahmet Özer has been granted bail.

The Human Rights Association (İHD) Istanbul Branch has sent letters to all political parties with parliamentary groups, urging their support for the release of their imprisoned and seriously ill member, Hatice Onaran.

Prisoner Zelal Bilgin, held at Sincan Women’s Closed Prison, reported that prisoners are being denied access to healthcare, stating, “We are not taken to the hospital under the pretext that the doctor is on leave.”

In the Istanbul Metropolitan Municipality indictment, Ekrem İmamoğlu, his father, and 36 other individuals, including his son, were requested to have their companies seized.

Mehmet Salih Coskun, Co-Chair of the Human Rights Association Van Branch, stated that despite the dialogue process, agent imposition has increased, with 8 people applying in this regard in one month. 

Muş Municipality (DEM Parti) announced the establishment of the Women’s Council. 

Eleven suspects have been so far taken into custody after six female workers, including three minors, were killed and seven others were injured in a perfume workshop fire. 

Following 21 investigations opened by the Chief Public Prosecutor’s Offices in Sakarya, Ankara, Gebze, Turhal and Gölcük, Uğur A., who was in the process of divorce, was acquitted of all charges.

The trial of writer Yavuz Ekinci, who is being prosecuted over his novel Rüyası Bölünenler, published ten years ago, was held in Istanbul. The court ruled to dismiss the case on the grounds of the statute of limitations.

AKP Spokesperson Ömer Çelik stated that Erdoğan and Devlet Bahçeli would meet this week.

Speaking about the finalized European Court of Human Rights (ECHR) decision regarding Selahattin Demirtaş, Minister of Justice Yılmaz Tunç said: “The decision is before the court; we will all wait together.”

AKP President Tayyip Erdoğan stated that there was no problem between him and MHP Chairman Devlet Bahçeli, saying, ‘As soon as we return, we will establish contact and take action.’

This week, the budget proposals for 2026 from four ministries will be discussed in the Parliamentary Planning and Budget Committee.

Presidential Chief Adviser Ayhan Oğan stated in his remarks on the process, ‘Saying that no one should go to İmralı means that the transition process to a terrorism-free Turkey should fail.’ 

Eighteen motions to lift parliamentary immunity were submitted to the Presidency of the Grand National Assembly of Turkey concerning 12 MPs, including CHP leader Özgür Özel.

Saturday Mothers gathered at Galatasaray Square in week 1076 and demanded justice for Abdülkerim Yurtseven, Mikdat Özeken and Münür Sarıtaş, who were killed in custody 30 years ago. 

During the fourth week of the ‘Justice Vigil’ launched against the overturning of the prison sentence handed down to Burak Ercan, who was tried for sexually harassing numerous students in Cizre, a call for solidarity was made. 

Bakır Öztürk, who is being held at Tekirdağ No. 2 F-Type High Security Prison, reported that the groundwork for provocation was being laid in the prison.

Parliamentary Speaker Kurtulmuş said regarding the commission’s visit to İmralı, which has been debated in recent days, ‘Such a step could be taken in order to complete the process. If the commission takes such a decision, action will be taken accordingly.’ 

The DEM Party and the Laz Institute called for the constitutional recognition of the Laz language, which is under threat of extinction. 

Deputy Chair of the Diyarbakır Bar Association, Silan Celik, emphasized that the ongoing peace process can only be sustained through legal guarantees and institutional protection. 

The indictment prepared against the CHP mayor of Kuşadası, who reacted strongly to Aydın Metropolitan Mayor Özlem Çerçioğlu’s switch from the CHP to the AKP, has been accepted by the court. 

The lawyers representing Oya Tekin, the detained Mayor of Seyhan in Adana, and her husband Celal Tekin stated that there was no evidence that the Tekin family had received money, gained benefits or become wealthy.

Istanbul Metropolitan Mayor Ekrem İmamoğlu called for the immediate release of Selahattin Demirtaş and Figen Yüksekdağ, recalling the European Court of Human Rights ruling. 

Sharing details of his meeting with Abdullah Öcalan, his nephew and DEM Party MP Ömer Öcalan said that Öcalan attached great importance to the CHP’s participation in the process. 

Zeki Bulut, a prisoner at Burdur High Security Prison, suffered a heart attack on 4 November. Bulut underwent an angiogram without his family being informed. 

It has been reported that six journalists have been called to testify as part of the investigation into arrested Istanbul Metropolitan Municipality Mayor Ekrem İmamoğlu. 

The Istanbul 13th High Criminal Court did not comply with the Constitutional Court’s decision to retry Tayfun Kahraman, who was imprisoned in connection with the Gezi Park protests.

The appeal lodged by the CHP Central Headquarters against the appointment of a trustee to the CHP Istanbul Provincial Directorate has been rejected. Administrator Gürsel Tekin will therefore continue in his role. 

Parliament Speaker Numan Kurtulmuş will meet with coordinators of the political parties represented in the National Solidarity, Fraternity and Democracy Commission. 

President Erdoğan stated that the process has reached a new “crossroad,” emphasizing, “We highly value listening to all parties, even if dissenting or different opinions are expressed.”

After the latest European court ruling ordering Selahattin Demirtaş’s release, President Erdoğan said, “We’ll do whatever the judiciary says,” while his ally Bahçeli openly called for the politician’s release. 

The first hearing of the trial against 20 people charged with “public incitement to commit a crime” over their social media posts protesting the appointment of a trustee to the CHP Istanbul Provincial Office was held in İstanbul. Due to inconsistencies between the charges and the content of the indictment, the court decided to send a memorandum to the Istanbul Chief Public Prosecutor’s Office requesting a supplementary indictment. Trial adjourned until January.

The European Court of Human Rights (ECHR) has rejected Turkey’s application regarding the human rights violation case involving Selahattin Demirtaş. 

In yesterday’s meeting with the DEM Party Delegation Abdullah Ocalan stated, “In order to move to a positive phase, it is vital that everyone acts with sensitivity, seriousness and a sense of responsibility during this process.”

CHP leader Özgür Özel said, ‘On behalf of the CHP, I apologise to all of Turkey before history’ for their support for the lifting of immunity ahead of the 4 November operations against the HDP. 

The National Solidarity, Fraternity and Democracy Commission will convene on Thursday with the agenda of visiting Abdullah Öcalan. 

Responding to journalists’ questions after his party’s weekly group meeting, Devlet Bahçeli said that Selahattin Demirtaş’s release would be beneficial for Turkey. Bahçeli also described the SDF’s participation in the Syrian army as “separate divisions” as a “threat to national security”.

The Izmir Bar Association stated that Micheal Adufu, a Ghanaian citizen who died shortly after leaving the Return Centre, was driven to his death during the hospital, police and court processes.

The final hearing in the trial of former HDP MP Semra Güzel was held in Ankara. The court sentenced Güzel to six years and three months in prison on charges of membership of an illegal organisation, but ordered her release on bail. 

The DEM Party Imrali Delegation returned from Imrali Island after meeting with Abdullah Ocalan. The meeting lasted approximately five hours. As in previous visits, the delegation is expected to release a written statement. 

The Constitutional Court (AYM) has ruled that the arrest of journalist Merdan Yanardag over his remarks about Abdullah Ocalan in 2023 violated his right to liberty and security. 

An indictment has been prepared against a specialist sergeant accused of assaulting a 10 year old child named E.T. in Hakkari and breaking his arm, on charges of “intentional injury”. 

Prisoners held in Şırnak T-Type Closed Prison are reportedly being denied hospital transfers for rejecting an arbitrary “slipper requirement” imposed by prison authorities and gendarmerie officers.

CHP Diyarbakır MP Sezgin Tanrıkulu reacted to the failure to comply with binding ECHR rulings calling for the release of Osman Kavala, who has been in prison for eight years. 

Saturday Mothers gathered at Galatasaray Square in week 1075 and demanded justice for the disappeared in Dargeçit. 

Erdoğan spoke about the alleged “rift” between the MHP and AKP: ‘The traitors of FETÖ, who do not want Turkey to resolve its half-century-old issue, have accelerated their operations. They will not be able to break our unity.’
